Rockville, MD – A pair of regional planners each with more than 30 years of real estate and development knowledge are bringing their expertise to Scheer Partners.
Scheer Partners, the leading provider of fully integrated commercial real estate services in the Washington and Baltimore metropolitan areas, announced today that Charles Loehr and Perry Berman have joined the company as senior associates.
Berman and Loehr – who each previously held top posts at the Maryland-National Capital Park and Planning Commission – will assist Scheer Partners’ existing clients, and prospective new clients, in identifying commercial real estate development and redevelopment opportunities, providing their vast expertise in various aspects of the development, land-use, planning and zoning processes throughout the Maryland suburbs. They have extensive backgrounds in mixed-use zoning issues.
As long-time planners and licensed real estate agents, Berman and Loehr have extensive knowledge of both the commercial and residential real estate worlds. They are well versed in planning regulations, subdivision and zoning ordinances, and environmental and traffic concerns, among other things, that affect buildings, commercial and residential projects, and mixed-use developments.
Robert Scheer, the founder and president of Scheer Partners, says the experience that Berman and Loehr possess in regional planning will nicely complement the numerous services that the company provides, such as tenant and landlord representation, construction and facilities management, and investment sales and acquisitions.

For seven years, Loehr served as director of the Montgomery County Department of Park and Planning, part of the Maryland-National Capital Park and Planning Commission.
Prior to that, for 18 years he held several other positions with this department, including deputy director. Loehr earned a Master’s degree in Regional Planning from the University of Pennsylvania and a Bachelor’s degree in Civil Engineering from Lehigh University.
Past roles for Berman include serving for five years as the in-house planning consultant for law firm Holland & Knight. He was also chief of the community planning division at the Maryland-National Capital Park and Planning Commission. Over his 28 years, he worked on almost all of the county’s planning initiatives.
Berman earned a Master’s degree in Public Administration and Urban Planning from New York University, as well as a Bachelor’s degree in History and Political Science from Queens College in New York.
Currently, Berman and Loehr also run Elkridge, Md.-based Berman Ventures, where they serve as land-use consultants assisting property owners, developers and public-sector agencies in a variety of development, master planning and transportation issues in Montgomery, Howard and Anne Arundel counties.
