Build-to-Suit was Structured Through Commonwealth’s Public-Private Partnership Program (PPEA)

MANASSAS (PRINCE WILLIAM COUNTY), VA --- Scheer Partners, a regional full service commercial real estate firm, announced it finalized an agreement with the state of Virginia to develop a new 114,000-square-foot forensic laboratory and morgue facility for the Northern Virginia region.

The new facility will be located on ten acres at the Innovation @ Prince William Technology Park off of Prince William Parkway near the I-66 interchange.

Scheer Partners will develop the new forensic lab on behalf of the Virginia Department of Forensic Science (DFS) and the Office of the Chief Medical Examiner (OCME) through the state’s Public-Private Partnership program (PPEA). An April 2007 groundbreaking is slated for the $60 million facility.

Scheer Partners principals Herman Diebler, Dan Gonzalez, and Tom Sandlin originated the proposal to the state for a new forensic lab to be located in Innovation Park and assembled the design and development team. The development team includes:

  • Scheer Partners (Messrs. Diebler, Gonzalez, and Sandlin) – Project Managers (along with David Daido and Lisa Camera)
  • MWL – Forensic Facility Design Firm
  • McKinney & Co. – Architecture and Engineering
  • DPR – General Contractor
  • Troutman Sanders – Legal Consulting Services

The new facility, which will replace the current 30,000-square-foot Northern Virginia lab in Annandale, Va., was approved by the Commonwealth in response to advances in forensic technology, especially DNA testing; significant regional population growth; and certain US Department of Homeland Security directives.

Innovation @ Prince William Technology Park is a 1,500-acre business and technology park that is home to leading biotechnology, life science, and supporting firms. The park is also home to George Mason University’s life science campus. Current tenants at Innovation Park include American Type Culture Collection (ATCC); Assett Management, Inc.; Baker Engineering; Christopher Consulting; Comcast; EnviroSolutions (ESI); Eli Lilly & Company; Logis-Tech; NCS Technologies; Progeny Systems, Inc.; ProLogic, Inc.; and SAIC.
