David W. Edgerley
HarVest Bank of Maryland

In 2009, Mr. Edgerley joined the staff of Harvest Bank of Maryland as Executive Vice President. Responsibilities include: Operations, Compliance, Marketing and Business Development. HarVest Bank of Maryland is one of Maryland’s fastest growing banks. Mr. Edgerley’s previous experience has included leadership responsibilities at the highest level in County and State Governments and Public/Private Partnerships. He has led innovative and ambitious economic development efforts in Allegany and Montgomery County, giving him a broad perspective on Maryland’s strong and diverse economy. In 2007, he was appointed by Governor O’Malley to the position of Secretary of the Maryland Department of Business and Economic Development (DBED). As a member of the Governor’s Cabinet, he led a team of 300 staff and administered a $130 million dollar budget. Prior to this appointment, Mr. Edgerley was the Director of Economic Development for Montgomery County. While there, he leveraged the power of technology as an economic development driver. He created Montgomery County’s highly successful technology incubator network. He also directed the development of the Shady Grove Life Sciences Center and expanded high-tech business partnerships with Johns Hopkins University, the University of Maryland and leading technology companies. Mr. Edgerley began his career in Allegany County, directing both the Office of Development Assistance and the Department of Economic Development. There, he guided the creation and redevelopment of six business parks, created Allegany County’s first business incubator, and developed 21 buildings comprising over 600,000 square feet. He received a B.S. from Frostburg State University and an M.B.A. from Mt. Saint Mary’s University.

Steven C. Mayer
Teva Pharmaceuticals

Steven C. Mayer is Chief Executive Officer of Teva Pharmaceuticals USA, one of the world's leading generic pharmaceutical companies. The company's mission is to play a leading role in the transformation of the U.S. healthcare system through its pre-eminence in the development, manufacture and marketing of generic pharmaceuticals. He formerly served as Chief Executive Officer of CoGenesys, Inc., a privately owned biopharmaceutical company he co-founded in 2005. CoGenesys was acquired by Teva in 2008. Prior to joining CoGenesys, Mr. Mayer was Executive Vice President and Chief Financial Officer of Human Genome Sciences, Inc. (HGS). During his tenure at HGS, he raised over $3 billion in equity, debt, and facilities financing. He previously served as Vice President and Chief Financial Officer of GenVec, Inc., an early-stage gene therapy company, and Vice President and Chief Financial Officer for TheraTech, Inc., a leading drug delivery company. He has also had relevant experience in investment banking with Smith Barney and in corporate finance with Martin Marietta Corporation. He currently serves on the Advisory Board of Scheer Partners, and has served on the NASDAQ Issuer Affairs Committee and the FASB Small Business Advisory Committee. Mr. Mayer holds an MBA from Stanford University, and a B.A. in Economics from Williams College.

Renée M. Winsky
Tech Council of Maryland

Renée M. Winsky is the Chief Executive Officer of the Tech Council of Maryland (TCM). She is responsible for leading the activities of the TCM staff to achieve its strategic objectives and for the financial management of the Council and each of its constituent organizations. Prior to joining TCM as CEO in September 2009, Ms. Winsky served as President and Executive Director of the Maryland Technology Development Corporation (TEDCO), where she was responsible for all operational, staff, technical, financial and program functions. She has previously held positions at the Information Technology Association of America, the National League of Cities and its affiliate, and the National Association of Telecommunications Officers and Advisors. She has also worked with the Maryland Municipal League and the City of Greenbelt, Maryland and served on the City of Bowie Ethics Commission and on the Technology Council of the American Society of Association Executives. She currently serves as a Board member of the Chesapeake Innovation Center, the UMBC Research Park Corporation, and on the Advisory Board of Scheer Partners. Ms. Winsky is a graduate of the University of Maryland and a graduate of the Leadership Maryland Class of 2005.
